Try the readme.txt file that's in the N2k3 directory. Ports needed varies depending on whether you are planning on just playing or hosting.

MULTIPLAYER BEHIND A FIREWALL OR ROUTER
By default the following UDP ports will be used by NASCAR? Racing 2003 Season: 32766 for the net_server_port, 32767 for ping port, and then sequentially numbered ports for each allowed client connection (max of 42) starting at 32768.
(I.E. 32766-32809 )

The readme.txt file that came with N2003 has all that info....
Best thing is to try NR2003 and see if it connects. My Netgear router's
default settings don't actually block any ports, it just allows incoming
traffic on ports where a request has been made, therefore the router
will accept NR2003 traffic. Your router may be set differently, to only
allow traffic on certain ports as default.
