A steering wheel really doesn't need any software to run.
My only suggestion is too recalibrate in Windows (select
the proper controller type) and in every game you play
(you only need to calibrate once).

You really shouldn't have to worry about any software (especially since
you are talking N2 -- which polls the gamecard directly). Make sure you
have calibrated it properly in N2. You may want to delete the calib.val
file in your NASCAR2 directory and let the program force a
recalibration.
The wheel takes some getting used to over the T1 (especially since your
T1 may have been getting a little sloppy from use). The pedals
certainly take some time getting used to after the T1 pedals.
Your problem in Dega sounds as if your calibration is off. I would try
try short calibrating the gas pedal (when calibrating only push it down
80-90%).
This may sound like extra work, but I found that I had to modify my
setups after moving up to the NASCAR Pro (especially for the short
tracks). The wheel is so much harder to turn the further you crank it
vs. the T1's. Try adjusting your wheel lock.
