I have got a T2 and I can't figure out how to use it with F1RS.

Also, I have a PII with a Velocity 128, but the graphics are really bad
 huge black lines around treees and stuff)

Any Suggestions?

Your T2 has to be on Joystick Applet controller ID#1. Mine is also
using the adapter which puts the gas & wheel control on joystick one.
This is needed for the older T2's. Also make sure that 'Poll with
interrupts enabled' is unchecked.
