How good is the "projcted laps" figure in the fuel pop up (F3)?  When it says
"three" does it mean" three and you are out of gas?"  Or is it a close
estimate?

It is a very close estimate. I have gone by this and finished a race when it
said 0 laps left, and have run out of gas when it said 1 lap left.

It is close, but it is not spot-on accurate. Best to watch the actual
gallons left rather than the estimated laps left when you get below say 2 or
3 gallons I have found. I am not really sure of how well it takes into
account your gearing and driving style, as I ran it out of gas at Watken's
Glen once and was wringing the car out pertty good. A couple other guys
finished ok, I ran out on the last lap at the chicane, running similar
setups with less gear and not turning as fast of lap times. Go figure, good
luck.

It's been my experience that the "laps remaining" fuel information is darn
accurate. If it says you have two laps of fuel remaining, you can go 2 to
2.5 laps and the engine will shut off.  The engine will probably start
"sputtering" at 1.5 to 2 laps.

I think N4 and N2002 simulate real Nascar rules, and the gallons left and
laps remaining infos are only estimated.

I think I read somewhere that Nascar doesn't allow devices to monitor fuel
level in tank or fuel usage meter. Only fuel pressure indicator is allowed.
