Do I have to install both patches?  I tried the first one was unhappy and went
back to the unpatched version.  Can I just use the second?

  Yes, second alone is fine..........but it includes the first patches items
too, if they were giving you trouble.

What I was unhappy about was the cars didn't look as good as they had before
and the sound from the spotter was still bad...did these get fixed at all?

   The cars looking bad was a lack of texture compression in the opengl
version, that was addressed with the first patch.  I haven't heard any
complaints of cars looking worse following patching.   Possibly some setting
on your system got or was changed and the result wasn't apparent until you
tried the patch...thats just a wild guess tho.
