Ok, take this with a grain of salt as my system is the following:

Dell 4100 notebook, 1.0 GHz, 256Mb, GeForce2Go 32Mb.

With the N2003 demo, 1024x768x16, all graphical details to full except
shadows being cast on cars, I get 25-35 fps running in the pack with
Win98SE, and 35 - 55fps with XP Pro, with both running D3D, DirectX 8. The
framerate dips more often with Win98SE.

Just a data point on XP.

try upgrading to dx9, 98se will always be the fastest because of less
bloat.

Not always! I just upgraded to WinXP Pro from Win98SE. Remarkable
improvement in fps and smoothness. My fps is a good 20 to 25% faster,
and no screen stuttering at all, like I used to get with Win98SE.
