A buddy of mine bought a computer that does not have AGP.

There are PCI GF2 MX cards around, I believe some PCI GF4 MX's, and a
flavour of Radeon on PCI as well

yep,

there are 64mb geforce2 MX pci cards out there.  A buddy of mine
picked one up at circuit city about a month ago.  Ridiculous price
($89.00 US), but about the best option he had.

PCI cards are real rare nowadays.  The best two cards I can think of would be an original Radeon or Voodoo5.  Both are available in PCI format on Ebay.
