n99 spotter utility file

Here's this weeks stupid question:  I got an updated new and improved spotter
file from someone's Nascar99 utilities page.  Unzipped it to the Nascar99
directory.  There's no read me file;  just the spotter file.  I have tried
placing that spotter file in both the sound directory and just leaving it in
the nascar99 main directory, and neither does anything to make the spotter more
realistic.  Sounds the exact same to me.  Same calls, same voice.  Does it go
into some *.dat file?    

anyone?  bueller?  anyone?

Sure does.  I belive its the sound.dat file but i could be wrong.  

Pick up a pack/unpack util at a sim site--- http://www.racesimcentral.net/ or
http://www.racesimcentral.net/***world--- are probably your best bets.  Or if
you have a zip file with some other patch (ie. CarToy) there is a pack/unpack
program in there.
