The handicap people are talking about is from GPL Rank, a website at
http://newgplrank.schuerkamp.de/
Make an account, upload your player.ini file from your GPL directory and see
how good you are.
The 'handicap' compares your times to the replays which shipped with GPL.

I'm +53 seconds at the moment, which is pretty poor compared to a lot of
people on there, but just about above average i think :)
