Ok, I have a:

Duron 700
SB Live Value SC
ATI Radeon 64MB DDR ViVo VC
448MB PC133 SDRam
Thrustmaster Nascar Pro Digital 2 USB

Now, my real issue is offline racing. It sucks basically. I have tried all
kinds of tweaks here and there and my fps get better by like 1 or 2. Not a
big help. Online I can get 35-45 fps which is awesome to me. Offline I can
only get like 12-15 and this is with car detail high, world medium, mirror
medium, track objects some and drawing ahead 50% with full 42 cars with 20
ahead and 6 behind. There has to be something I can do to make offline racing
better. I have the Radeonator but I cant seem to learn it too easy. Does
anyone here have any suggestions? Im really ready to send this card back to
them. Thanks

I don't think it's the card- it's the CPU. I can run those settings on my
system and maintain 55 or so fps with no trouble at 1024x768(you didn't
mention a resolution)in OpenGL, using the latest Omega drivers. I think the
difference is in the rest of the system- we have the same graphics card, but
I'm using a 1.33 T-bird and only 256 MB of RAM.

   yessir, your cpu is holding you back.  Maybe you could get together with
the guy using the tnt and a 1.4 cpu and build ONE good box...

What OS? What vid card drivers? Latest for the card I am guessing. What
renderer? OpenGL does not support texture compression as of yet and D3D is
typically the lower performing of the 2 hardware APIs.

Best thing to do is turn the amount of cars down in front, I never need more
than about 15 cars drawn ahead, and usually no more than about 4 or 5
behind.

If I had to guess I'd say that the CPU is woefully underpowered (never
listen to Papy about specs), and that video card sounds old. Even with 64mb
of RAM, RAM isn't everything, newer drivers may help. The sound card may
actually be hindering you too, I had a SB Live MP3+5.1 and was never happy
with it's performance with an AMD processor (which usually meant a Via
chipset) and ended up with a Sb Audigy with no more probs. To be honest, I
have a 1.2ghz AMD with 512MB of RAM with a GF3 and can only manage between
50-70FPS online in traffic (with similar numbers offline) and I routinely
got over 90FPS in N4 so it isn't just you taking a hit. My days of seeing
100+FPS alone on the track have also disappeared...

Or perhaps overclocking it is an option.   Not sure how much improvement

I have the same card, though a faster processor and fps isn't an
issue. As long as I'm getting in the 30 area I'm happy and I get that
at 1024x768 16bit.

Some things to try;

Be sure you're in 16 bit color not 32 bit
Turn off antriscopoc filtering in the game
Turn reflections off for a big FPS increase
Make sure the sounds heard are down to 8

Also
In the core.ini:
Change the Maximum Block Size RAM x 1024
change Max.grabs_per update_track view from 4 to 8 (This one made a
huge difference for me)
In the Player.ini, changed pic quality from -1 to 100.

Be sure to backup your core.ini file before making any changes.
