I guess you can decrease it with DXTweak from logitech (somewhere on their
website).
At least it is possible with my Saitek FF-wheel.
You just have to 'enlarge' the active zone of your wheel.
With the Saitek value '0' stands for steering totally to the left and '1023'
for totally right. When I set the values to '-500' and '1523' steering will
be half as sensitive.
Remember one curious thing: You get an error message, when you type in
'-500', but when you type '500', press 'home' and then type in the '-'
DXTweak will accept it.
OTOH, AFAIC, I got used to the default sensivity very soon and maybe you
also will...
BTW, when I tried to reduce sensitivity in Colin McRae Rally this way, I
discovered that there was a huge dead zone. This was really unplayable for
me! Hope you won't discover this in RC2k.

In sim and time trial mode, you can set the steering sensitivity sliders all
the way to the left in both the player details screen and the garage.
I don't have a MS ff wheel, but I believe you can set up a profile which
decreases the sensitivity.
