if you mean drivers, i reccomend Markus "Maaki" Stiepel or EV Phelps as
being very good to race with, but there are countless other good guys, these
two are the ones I have memories of :o)

Papyrus is the king of online play and offer the most drivers of any car
sim competitor.

GPL is #1 for smoothness.  20 drivers per race is fantastic!
Nascar3 is #2 for a whopping 32 drivers per race!!

MS and Ratbag titles are excellent online. The NASCAR titles by Papyrus are
excellent too.

Your question is too open-ended -- what kinds of racing do you like?
If you're into NASCAR, then NASCAR 3 from Sierra/Papyrus is good for
online play.  If you like ovals but prefer dirt tracks, then Dirt Track
Racing from Wizard Works/Ratbag is one to look at because it offers
very good online action and a huge online community of racers.  If you
like open-wheel Grand Prix-style road racing, I'd recommend Grand Prix
Legends from Sierra/Papyrus (GPL is the acknowledged "king" of racing
sims around here, but it's definitely a *** simulation).

Need For Speed: Porsche Unleashed has good, convincing-yet-accessible
physics -- it does NOT yet offer any online multiplayer (except via
direct IP), but Electronic Arts is currently conducting further online
beta testing with it, so it may emerge as a good online Internet
racer.  For now, though, the top dogs are N3, DTR, and GPL.

It seems to work excellently for everyone who isn't called David G
