Ok am probably going to take it bad for asking but is it possible to observe
the online races without actually being in the race/or in the way. Just want
to see how I would stack up, or perhaps someone could steer me in the
direction of a beginners league.............

You can just join a race and dont enter the race session when it starts, and
use the replay to switch between drivers

Yes, its possible in STCC2 and in Rally Masters from DICE / EA Sports.
Just select "Spectate game". Im pretty sure its possible in the "new" V8
game from EA-sports, since it seems
to be STCC2 with new cars, and some new tracks.

You can also sit in the stands and watch it with the replay feature.
Just select "Spectator".
