When it's ready. Which includes, but is not limited to, when it (a) is
feature complete, (b) has been localized and built for the 6 versions
that we produce (French, German, Italian, Spanish, UK, US), (c) has
successfully passed testing, (d) has been converted to a downloadable
patch executable, and (e) has been posted to our web sites. It has
entered stage (c) (with some of the readme11.txt still at stage (b)).
If any issues are found during testing, it will need to go back to
stage (b).
So, when, exactly? I don't know. If I did, I would tell you.
