Can somebody tell me why im unable to change the amount of fuel
when im starting a race?

Because the rules require you start with a full tank of gas ?

Not 100% sure but I believe those are the real life rules

Doesn't the Official NASCAR Rules say that all cars must start with a
full tank?  I'm thinking it does.....so maybe they just incorporated
iit nto the game.  If I am wrong, I offer my apologies.

aahh...Papy must have started implementing that in N2. The original Nascar
allowed you alter your fuel amounts before the start of a race. Then again,
we are talking 1994-95 season.

   Didn't you already ask this and get several answers?   The reason is Nascar
rules demand a minimun weight at the start of a race.  So the weight of the
fuel in the full tank is required to meet this weight limit.  
  Now in Nr2k3 and indeed, in probably all of the Papyrus sims, you can run a
single car test session offline and there you can adjust your fuel amounts to
your heart's content.  But during a race or practice sessions for a race, you
are always sent out with a full tank--both offline and online.
