I am running IndyCar Racing II on a 486 DX2 66mhz with 8mb of RAM.
Will adding another 8mb of RAM make a significant difference in game play?

It runs smoothly in VGA mode but I would prefer to run it "smoothly" in
SVGA.
Will 16mb of RAM instead of 8mb help me?

Yes, but only a VERY little. You need to go for a Pentium which is an
expensive upgrade, or a high-end 486 which is a cheap upgrade, but only
a stop-gap to the inevitable Pentium upgrade later on. Your choice :(

   I tried ICR2 on my 486/66.  It had 32 Meg.  I could only run high rez
with ALL detail off.  Even then I felt my poor machine was being overtaxed.  
I found traction to be unrealistically low.  I soon lost interest until I
upgraded to my new machine.  

   I have never had less than 32 Megs of memory, but I remember someone
posting that if you didn't have enough memory, you had problems at the
longer tracks.  I don't remember if the the problem was that you couldn't
race, or couldn't tape.  Try Elkhart Lake, that's the longest track there
is.  If you can run there, and tape there, I don't think more memory will do
anything for you.

I found that upgrading my video card from 1 meg to 2 megs helped, I am using an
80mhz 486 with 16 megs of ram and can run almost full detail on svga..

It's been stated that the memory(above 8MB) only increases the length of the
replay...
