My advice to you is to ask this question on news.announce.newusers,
news.answers, or one of the other administrative groups in that
hierarchy.  I'm not completely familiar with the process but I do know
that it is a somewhat lengthy one for most groups outside of the alt.*
hierarchy.

I'd be happy with either, and there are plenty of newsgroups out there
that are just jokes that get no traffic at all.  At least this one would
be real.

group? Would you settle for an alt group?

Then I'd suggest going for an alt group. First, because the creation
process is quite quick and easy; second because binary groups don't belong
in the rec.* hierarchy and it would be asking for trouble and heartache to
try and get one made. I'll try and formulate a proposal and post it ASAP.

Don't really think it is needed.
Posting the binaries in alt.bianries.misc should be fine, and a pointer to
them in this group...

I don't think it's needed either.  For Nascar, any *good* car is on Leo
and Shannon's Car Page.  We only put about half of the cars on our page,
but I don't think the rest are even worth hard drive space.  Most people
I've talked to about our page think it's nice to have top 10 lists and
Cars of the Week, so they don't have to go all over the internet trying
to find good cars.

I'd have to agree with leo, although a binary group would be great,
allot of us don't have access to most binary groups.  with a dedicated
web page (or even an ftp site) you can sort through the cars easier
and get a better idea of what they're like before you save them to
disk.  there's no uudecodeing either.  there's no sort of rating and
very little (if any) feedback from binary groups also.
