I also get four or five "file not found" errors when trying to install
the track pack, however I *think* Spa has been modified but I haven't
really checked into that yet.

AI races at Spa work fine here, that's all I can say. (Win98SE if that
matters). I think there is a fix available for all three packs, maybe
you should try installing these first and see if it helps with your
problems.

I tracked down their forum at GameSpy and posted about this, and emac
posted back an AIW that was different than both the one I got off the
1.01 track pack and the 1.01 update.   It now works flawlessly.
