I've seen something similar under WinME.
The Statemanager in WinME - who is only supposed to be running when there's
zero system activity - apparently thinks when a sim is running and you only
turn the wheel and use the pedals (USB here), that there's no system
activity, and starts creating a restore point (saving the important system
files to a safe section of your harddisk).
I don't know about XP (W2K hasn't shown this behaviour so far) but maybe
that's something to look for? Do you see harddisk activity when these
stutters occur?
If so, you may either want to disable the automatic creation of restore
points, or you may kill the state manager using a process manager (like ATM
or Prcview) before racing.
