That's right.

And good ones that are straightforward and easy, and which allow you to
create tracks "just like in the game", and ones that work.

One dream I have is that eventually, a large environment with
interconnecting roads and driveable areas will be modeled (city,
mountain roads, rally/off-road trails, fields, mall parking lots,
etc).... Then, the Big Feature:

"Follow Me" track creation. Yes. Push a button that says "Follow Me",
then drive your racecourse at whatever speed you feel like:

Start off on Main Street, weave through a neighborhood, out to a main
thoroughfare, through the parking lot of a small strip mall, down the
big hill, Make a right at Front Street, left at the fork, past the
Italian Restaurant, a sharp left at the alley before Glenwood Street,
cut between two houses (across the grass - sorry Mrs. Smith), left on
Kelly Ave., up the big hill, left at Greenleaf Street, through the park,
around the monument, left at Bargo street, stay left and go down the
onramp to the freeway, stay right and get off at the next offramp, stay
to the right then up the small hill (get some air if you want - I won't
tell your mom, besisdes, this is a rental car anyway), left at 5th
street, up the small hill (you can't get air here because there is a
left turn at the top and if you get air you'll land through the window
of Kennel Club Pet Shop and kill innocent puppies) left at the top of
the hill, right on Main Street, back at the start.

The "Follow Me" track creator then puts up cones, roadblocks and cement
highway dividers where necessary.

Madness, genius... whatever :-)

I'm thinking of the cool community that existed for the MS Flight Simulator
ages ago, where users made their own hometown.  Of course, you had to
download them all and install them.  Move it up a notch and allow users to
pick and choose their puzzle pieces to form their dream environment.

I used to think it would be even more fun to have a real-time, random world
generator for a driving simulation.  Let it map out the basic road as it
goes and populate it with scenery.  I wouldn't even care if it throws in
different trees etc. if I turn around; just "bookmark" a few key buildings
etc. along the way so I can remember to "turn right at the red barn".  The
only things which would have to be in persistent memory would be the
ever-developing road grid, plus some key details of the important scenery
objects.

Actually, I am a little curious to see what the driving environment of Hard
Truck 2 is like; it's supposed to be quite big.

They have reports on the local news here about the
"Most Dangerous Intersections in Dallas County".

I can see the driver and the officer beside the crumpled
car at the roadside now:
"Actually officer, it was the terrific frame rate hit
as I came around the corner and that new
amu***t park scenery popped into view
that caused me to rear end that old lady!
I knew when I downloaded it that it had too many
polygons ;)
