I was reading an article the other day about what TOCA was (question from a
guy in the USA I Think) and it appears that Codemasters have bought the
name. Which is probably why the up coming Race Driver 2 (and variants)
became Toca Race Driver 2. I didn't really understand the explanation Codies
had on their forums for the name change and how, if at all, it will affect
the non european versions.

It's already being advertised here in Australia as "V8 Supercars 2".

I understood from the first one that they basically had different names in
different regions to reflect the local content.

You are right, its named DTM Race Driver in Germany.
