The whole PC deal for TOCA was badly done for both titles, so I have no idea
why they would continue with the hassle of different producing companies for
both the US and non-US market. It's an incredible seller on the PSX, that
market is much more suitable for a mix arcade/sim Touring Car racing game

Really, it's not out yet ? Wow I thought it was released a month or so ago..
I guess that's directly related to the whole PC producing problem. It's
non-sense, it remembers me the release of the Star Wars movie that is STILL
not opened in parts of the world. Ubisoft is quite the same, they take alot
of time releasing their titles. F1RS was still sold at 50$ in the shelves
while MGPRS2 could be found as an import for 30$.

Ah-hem,
As the webmaster of the biggest Toca2 site (standing ovation with a
few scattered boo's) I happen to know that Codemasters is intending to
release TOCA: World Touring Cars for the PC at some point after the PSX
version, and even the announcement of it will probably not come any
time soon. The choice to separate the release dates, allowing more time
to develop the PC release, might bode well for additional 'realism' in
the PC version over the PSX version. They may be going for a separation
not only in release dates, but in many other areas too.
Not only that, but the addition of some North American tracks might be
an indication of the intent to distribute TOCA World Touring Cars
internationally right from the start.
More news as I get it :)
