This fixes the Williams F1 Team Challenge events.

There are four of these events where the AI are driving FW27's, but the
player gets the slower FW11 or FW18.

This includes the World Tour final tier 32 series, making it impossible
to win, since the FW27's are much quicker and apparently the game boosts
the AI skills on this final World Tour tier.

Backup or rename your existing champ.big file and extact the replacment
champ.big to here:

\Program Files\Codemasters\Race Driver 3\gamedata\chamship\champ.big

Just out of curiousity - do the PS2 and XBOX versions have the same
bug?

I don't know, for a PC, this data is in the champ.big file. I don't
know if the PS2 and XBOX have the same problem. Is there a way to
lower the AI level on the PS2 or XBOX?
