I don't seem to have a ral.cfg in the var folder of RC2k.
How do I create one and what do I put in it to see the frame rate?

it's quite good humour. I suggest you go take a peek at this site
http://forums.simracingnews.com/cgi-bin/Ultimate.cgi and read the RC2000
board there. It will tell you how to get the latest patch, and create a
ral.cfg file.
