HAS to be either Anistropic or AA Filtering on.  Turn them both off.

I can hit 80+ easily with everything on with a Ti4400 P4 2.53 Ghz.

Yes, also check and make sure vsynch is disabled, and no programs running in
the background like Norton Utilities or anything that may consumer the
processor.

I have an XP2400+ with an ATI Radeon 9700 Pro, I ran at 1280x960x32, with 4X
aa and 8X anistropic, and average around 75-80 fps.

I have close to the same setup. Same processor but 9700pro....so we should
be close. I run at 1600x1200 2xAA and 8xAF with everything on but building
shadows and average 40fps. It goes higher and drops to 25 in the back with a
full field at the green flag but generally averages 40fps. I would check the
vsync setting as well in windows. Also, this is in D3D mode,

You can't run Anistropic and AA settings like that on an nVidia card, not if
you want ANY fps at all.

This is what I get.  But I am curious if he is running D3D or Open GL.  I get
those frame rates with Open GL - D3D i only get 12-15 fps.  I posted a thread
earlier for help , or an explanation for this, but didn't receive any help.

Try Open GL and see what you get.

OpenGL should look nearly identical to D3D if you have it configured properly.  Make sure your
OpenGL LOD mipmapping settings are similar to your D3D settings.  There is no valid reason why D3D
should look any better.
