I got the zip file at Blackhole MS.  There are two applications in it and a
INFO file that my machine can't open...  Could someone tell me if I use one or
both?  It looks like they just added the new 'nocd' to the file with the old
one?

First you have to have the original exe file, not a no-cd version in the
game directory in order for the patch to be run and upgrade the game.  After
doing that you can drop the cracked version of the file in the game if you
want to play offline without the cd in the drive.  I prefer to rename the
cracked one as no_cd.exe and just make a shortcut to that.  That way I dont
have to overwrite the original file.

I'm not sure what the "original" file that comes in that zip file is though.
I didn't use it.  Whether it's the original game exe or whether it's the
original after patching.  
At any rate, you dont need it if you backed up the original exe files rather
then overwriting them with the cracked versions.

Sorry, I wasn't clear in my first post.  There are two applications in the zip
I downloaded--one dated Jan 17 and one dated Sep 15-my (unlcear) question was
which one do I use?  (I would go with the obvious and use the newer one but
going with the obvious has gotten me into trouble too many times in the
past..)..

As I understand it from the info file they included the original .exe for
people who haven't patched yet but were running a noCD already.  You can't
patch if you don't have the correct original exe.  So you copy the original
exe in, run the Papy patch to get updated, then copy the new noCD in.  But
as others have said, you really don't want to copy the noCD over the top of
the correct exe or you won't be able to play online.  Leave the correct exe
in and rename the noCD to nr2003_noCD.exe, or something similar, then copy
it into your NR2003 directory.
