Car Number Assignments in Multiplayer

How are car numbers assigned in multiplayer GPL?  There doesn't seem to
be any rhyme or reason to the assignments, and the carNumber field in the
DRIVER.INI file for the player doesn't seem to have any effect at all on
assignments.

For instance, I changed my preferred car number to 1, joined a multi-
player race with onluy me in it, but my car # was NOT #1.

Can anyone from Papy or Sierra (or anyone else that knows) comment on
this quirk of the sim?

The host will always get the #4 car.  Each person to join gets
assigned the car number corresponding to the AI driver that would be
bumped from a full 20 car field regardless of the number of AI (if
any) that are actually in the race.  So the first person to join would
bump out Beltoise and take his #8, and this process continues until
the final person joins and gets Clark's #5.

Don't bother with what car number you drive.  Papyrus told us a long time ago
that it didn't consider it high priority to assign car numbers to drivers.
They just don't get it.  In pickup races it truely doesn't matter what car
you drive, but in private leagues it does.  They don't care to take the time
to implement it correctly.
