Let's put an end to that. There is an archive of all newsgroup proposals
that were ever made at ftp://ftp.uu.net/usenet/news.announce.newgroups/

There you can see who proposed a group, and even who voted for it. The
entry for rec.autos.simulators is attached at the end of this message
(slightly trimmed to avoid redundancy).

You don't have to read the whole thing, here's my digest:

- Afzal Ballim from the University of Geneva, Switzerland, posted the
original Request for Discussion. He, if anyone, can therefore be considered
the "creator of RAS".

- There were 170 votes for the creation of RAS, 22 against, and two votes
in error. Nowhere does the name Mnard appear (or Menard, or ymenard.)
(The only name familiar to me is Greg Cisko.)

I conclude therefore that Fran?ois Mnard is *_NOT_* the founder of RAS.

Case closed.

Rationale
---------

        There is an increasing amount of software on the market that
        provides simulation of automobiles (both in competitive and
        non-competitive circumstances). This software is often
        multi-platform and so no platform-dependent newsgroup would
        provide an appropriate discussion forum for it. In addition,
        rec.autos is an inappropriate forum as that group is not intended
        for discussion of software.

        It is intended that rec.autos.simulators would provide a forum
where
        people could discuss such automotive simulation software
        irrespective of the platforms on which it runs, and that abstract
        technicalities of such software could also be discussed.

        Email I have received, plus discussions in various newsgroups
        (comp.sys.ibm.pc.games.misc, rec.autos.sport) and on the F1 Grand
        Prix mailing list, has made it clear that such a group would be
        welcomed by many usenetters.

Charter
-------

This newsgroup will be used for discussions of computer simulations of
automotive vehicles, irrespective of the platforms on hich said simulations
are supported. This will include simulations which have a competitive
component (racing simulations) and those which do not. Topics will include
(but are not restricted to):

many of the arcade racing simulators, which provide an overview
perspective of the vehicle being simulated and which do not attempt to
provide realism of handling of the vehicle, would not be appropriate
in this newsgroup.  On the other hand, simulators such as Microprose's
Fomula 1 Grand Prix would fall within the purview of this group as
attempts are made to capture realistic handling of the vehicle.

OK, here's the deal -- I'm only gonna post this once because this kid
gives me the genuine creeps...

I know some people in here get a kick out of Menard's online gibbering,
but if you don't, the ONLY way to get rid of him is to ignore him
completely. Your responses to him are the ONLY stimulus he's looking for
-- negative, positive, angry, amused -- it doesn't matter: all he wants
is attention. As long as he gets THAT, he'll keep piling the ***in
here until it consumes 90% of the bandwidth.

A special note to Menard: remember what I told you the last time. If I
