Pardon me for responding without data, but I think you're assuming too much,
to begin with. I don't have the numbers you're seeking either, and suspect
the specific configuration you mention will be rare to non-existent. Reason
being that anyone who's inclined to drop their disposable cash on a
bleeding-edge GF3 almost certainly chucked their Celery long ago, CPU prices
being what they are. And since the GF3's aren't showing much improvement in
current games over top-end GF2's paired with much faster CPU's than your
OC'ed Celeron, it stands to reason that a GF3 wouldn't do YOU much good
either. You didn't state your current video card, so if it's past its day
a new model would be better, not doubt.

That said, I'm in a similar situation: C300A/450 (for now), looking
to upgrade my video FIRST to a GF2 then the RAM to 128 PC133, THEN the CPU
to whatever I can afford. I currently have a V3 3500 AGP.
