Any one know how to fix this problem.  New computer
with SP1, slower than old Computer without it, in opening
programs.

New System

Asus P4 C800 mhz FSB
P4 4.0 800mhz
1gig ram
ATI 9800 Pro
Audigy 2
XP/SP1

Something I found on the net:

Windows Update Users and prudent sys admins might have installed the latest
Windows patch without a thought. That might not have been such a good idea.
The patch is meant to fix a hole in Windows Messaging but can end up causing
a severe performance degradation.

The patch, which we wrote about here, has been causing grief for many users.
If you have Windows Update running on automatic and you're experiencing a
*** slowdown on your system, you might want to try removing patch 811493.
Users with the performance problems report that removing the patch fixes
things.

The patch fixes a relatively minor security problem where an attacker would
have to have physical access to the machine.

I didn't notice any slowdown in games, but until I got rid of that
patch, there were several programs which took FOREVER to load -- now
things are back to normal.

If I understand the problem correctly, the other possible solution is to
turn off the windows auto-update feature, which as an online gamer (or if
you are on online gamer) you would want to do anyway.  Then you don't need
to remove anything.  I have auto-update turned off, have not removed any
patches, and am not having any loading problems.  Turning auto-update off
does not prevent you from doing manual updates whenever you want.
Auto-update is a little bandwidth thief that is unnecessary on a ***
machine.

I don't use auto update either but the patch slowed my system down,
even with auto update turned off.
Granted I'm not racing on this machine to compare framerates,
but it slowed enough for me to tell just with apps.

I removed it and have not had any problems so far. It shows a warning about certain programs not working without it, but they do work.
