Does anyone know where I can download the new Malaysian Grand Prix
circuit for use with Monaco Grand Prix?

You can't!!!  Nobody has made a track editor for MGPRS2 yet.
I don't think you should expect one in the near future either.

I suggest you wait for Grand Prix 3 (fall 99) or maybe Formula 1
Racing Sim 3 (year 2000?).

If you have GP2 you might be able to find it somewhere.  Though if you have
MGPRS2 i doubt you want to go back to GP2 to run one track.  I know i wouldnt
and ive only seen the demo!!!!
