does anyone have this for Gpl or know where to get it?

Next time you're on vroc ask Matt Cater if he'll send you slicks.exe ;-)
Have you tried the F1 2002 patch for gpl? It includes downforce and slicks,
although sadly the car 3do's are munged beyond all recognition ;-)
