What excatly does the 'world' graphics slider option do in N4? It seems to
have a huge influence over frame rates.

It has an effect on the LOD bias for trackside objects, but probably the
largest performance hit comes from the level of track tessellation.  At the
low end you'll see the turns have much more of a faceted look, while at the
higher end the turns will be much smoother curves (look at the white line
separating the track from the apron).
