I have modified the npt_override in the gpl_ai.ini but the AI cars
still don't seem any faster. I would like to have them lapping at
1:27s at monza for example. How can that be done?
I have also tried increasing the value of line_to_improve in
gpl_ai.ini and that seems to make them lap at 1:29s at monza, but
couldn't get them to lap at 1:27.
any ideas?

Sounds like you had a "clock smash" in online gameplay. This made your AI cars
try to keep up with your best lap.

with the patch, you should find youself in mid-field, since they
follow your best lap-times (and drive a little faster of course)
If you have problems with to fast "best laps", you should reset or
manipulate the lap-times.

BTW Even if your post was ironic ;-) there are surely some drivers out
with exactly this problem.
