It's been a while, so if I were to go out and purchase a new video card,
which one gives the best performance for N2/ICR2 and Win95 doesn't suffer?

I'm more than satisfied with my Intergraph Intense 3D, a Rendition
Verite 1000 board, reasonably prized, good SVGA performance
works with DirectX5 and my Orchid Rigerous 3D (3DFX graphics card).
