Best PC for Nascar and other racing games

Hello,
A friend of mine at work is looking into getting a PC for home use and he
plans on playing racing games such as Nascar on it (as well as doing some
actual work in Excel, Word, etc).  Anyway, he is looking at something in the
$2500 range and he's interested in a 17" monitor.  I think he will consider
mail order as well as retail in buying a system.  If anyone can give him some
advice as to what PC maker is best for this type of game, what video card(s)
would be best, etc. he would appreciate it.  Please direct any responses to

forward them.  Thank you in advance for any responses...

newsgroup is that you need a minimun of a 133 processor and 16 meg of
ram. If you get any good advice please post it. Thanx.
