It will run it, but not well. You will definately have to turn down
quite a few settings. You really should have more processor and more
ram.

Do you think I need to upgrade the cpu or the video card to have better
frame rate during the race.
I also have a SB Live card and all the video and sound are WFO.
Any help is appreciated.

Smooth is relative. I hear complaining about 30 fps being crappy.
