No, that's not true. You have 7 sets of tyres for a complete racing
weekend. It's up to you how you use them, but the tyres r1, r2, r3 and
r4 are used during a race. r1 tyres are put on at the start, r2 during
your first pit-stop etc. etc.
The remaining 3 sets are supposed to be used in practise and
qualifying. However, you may use your 'racing tyres' during practise
and qualifying, that's your decision. If you have decided to do a race
with only 1 pitstop, you can use the tyre sets r3 and r4 during
practise, because otherwise you won't use them.
There is no difference between the sets of tyres. All are exactly the
same, there are no special 'Q-tyres' like in f1gp.
