Additional tracks for GP2?

Is it possible to still obtain the additional tracks through "PERFECT
GRAND PRIX" for the GP2?

If I am not mistaken, I understand they make legit CD-ROM versions of
an expansion for the Simulation, and I would like to have information
on how to get it.

I've seen it at a store called compucentre here in Canada. I guess
that doesn't help you though. You could try Chips 'n,' Bits online and
order it through mail if they have it in stock.
