NR99: Race Avg.; where from?

In NR99 (and Nas50th and N2, I'd guess), where does the "Race Average" speed
come from: the Winner or the Player?  IOW if I ran 2 laps at 150mph, but the
WINNER ran 10 laps that averaged 125mph; was the average speed (as reported
in the .stn file) 150mph or 125mph?
I'm wondering what effect dropping out of a race early has on race average
and such...
