Where do you find this file? Is it a part of some driver package?

It's included in the Voodoo 2 drivers (3Dfx or your card manufacturer's own
driver package). The latest is Glide 2.54.

Yes, I know it's a part of the Voodoo 2 drivers. But I only manage to
find the latest 2.54 or 2.6 versions, not the 2.53 that everyone seems
to recommend for GPL.

If you have an OLD Voodoo2 disk or update patch then it will have it in
there. I had to restore mine patch from backup. I think it was dated 8/98
or something like that. Hope that helped.
