RASCAR: GPL Tracks

I took a spin on each one, and almost all fast setups exhibit a
significantly shorter 3rd and 4th gear than what is required by a
given track.  The really bad tracks are Monza, Rouen, Mexico, and
Kyalami.  Each one required a change down from 4.xx to to a 3.50-3.60
4th gear, as well as matching changes in 3rd (and someotimes second)
gear.

Other than that, the setups are quite driveable.

Yeah, I still have 2k2 installed, so I just converted the tracks, and
then copied them over to my NR2K3 track foler, and they work.
