Around 2001/09/02, Sierra Euro branch misunderstood about beta patch
and carried on their web site. After that, I read Papy had said they'll
release real one within one week....

 And what? Is N4 patch abandoned???

 I cannot stand with broken spotter and  rough, reckless AI cars.

  I never saw any posts about releasing it within a week, but since they DO
plan on releasing an expansion pak, they DO want to release the 2nd patch.
Papy has never been a company that works quickly through a patching process.
Id they are not.

I wonder if papy is planning a Nascar 5?  Don't they usually release a new
one every year?...or is it every two years.  If the former, they probably
applying most of their time to N5.

Good questions, but you don't get publicity or information too often from
Papy.   Unlike most developers who have this concept of 'promoting' their
products ahead of time, Papy/Sierra don't seem too intent on doing so with
their upcoming products.  They keep a pretty tight wrap on their plans.
Most likely a defense mechanism to avoid getting flamed to hell from missing
target dates, cancelling of projects, patches, etc.

Just for a contrast, look at how Codemasters announced Colin McRae Rally 3
or how far ahead we learned about Rally Trophy.  We haven't heard anything
from Papyrus on upcoming projects since the release of N4

Perhaps they are still stinging from the "N3" at Christmas 98 was it?  That
was really N2.5 but ended up being N4.  ;)

Good, bad, or indifferent.

Got this off Papy board dated Sept 26th

I have it on good authority that the new patch for N4 is due out in a
couple of weeks (just got off the phone with my contact at Sierra).
Hopefully it will address all of the issue that you raise here.

So, it'll be out next Tuesday.. Jim Benway says the new N4 Patch will be
out on Tuesday, Oct. 9th, 2001!!! ;-) J/K, You know how info like this
gets rumors started..heheh

  I think a-lot has to do with the COST of licensing.  If you go about it
quietly and low key, you can finagle a fairly low price for each driver,
track billboard, etc.  But if you make big announcements and grandiose
plans, then the holders of the products can play hardball and run-up the
price you pay for each driver, track, billboard, sponsor logo etc.
