On what premises is the vroc server handed out? To whomever feeling that
his/her connection is so and so good? I just wonder, since this service
has been jumping up and down, and if this goes on, it will threaten
everything we built over the last couple of years. Who decides where the
server goes?

We need to get vroc back up, and fast. I can contribute with a fast and
extremely stable university connection if needed.
