HELP: Broken MS FF wheel

I've found out my MS FF wheel ( original style ) isn't working properly.

Changed lots of things since I had used it last :-(
Now on  WinME and DirectX8.

Problem is the brake pedal just isn't working.
In the control panel, everything else shows as working but no brake pedal
movement.
I've tested the actual pedal and I'm seeing resistance change at the pins on
the connector.
What is going on inside the wheel ?
What should I look at next ?
