I don't know about Grand Prix races yet, but in
Testing and Quick Race the garage only allows
Soft or Hard tire compounds.  And I say "bullsh*t".

In the folder f1 2000\save\Tom or Player\settings
are the *svm garage setup files.  For specific cars
they are in the separate sub folders such as H10g.
To edit a *.svm file first use Winzip to unzip it and
extract it to disk.  Then edit it with Notepad.    

You'll find the variable  
tire_compound=3

This is what the different options and values are:
0       heavy rain
1       medium rain
2       light rain
3       soft
4       medium
5       hard    
6       unknown

Medium is great for short races.  Now, if you set the variable to
4 for medium, then in the garage menu the dialog box for
tire compound will state "Medium".   If you click to "Soft",
then you can't go back to Medium unless you rechoose and
reload that setup file.  As long as you don't save over that
file with something other than "Medium" it will work fine.
You can save other settings such as wings, gears, etc.

"Unknown" is interesting.  Try this and when you exit the garage
and try to drive, the car will just sit there and start steaming.
I'm serious.   Smoke billows out around the car.   Go back to the
garage and choose a "known"  tire compound, and the car works
fine.   Everything goes on like normal.   No PC lockup, blue screen
of death or stack dump, nothing like that.   This has got to be
the most creative exception handling I have ever seen.

Hey TToom, Thanks for the tips...Both for this and the F/F settings, you
have obviously looked at the game in depth...any more tips would be
appreciated for this IMHO unjustly maligned game...

I see that the Heavy Rain tires work rather realistically.  They overheated
within about 30 seconds on a dry Silverstone track and I crashed.  Fun fun!
