I have GP2, GPL and now GP3. I think a lot of the disappointment is due
to the lack of big advances since GP2. As others have said, it's
basically GP2.5 (ie GP2 3D). And I don't think it's at all a *bad* game
- it just doesn't hit the extraordinary heights of GPL.
If I were to give GPL 90% or so, GP3 would be in the high 70s.

If you never played GP2 then I would probably say yes, you will/might
like it.

this gpl driver doesn't think its all that bad as I didn't have high
expectations like a few people did. Since when did we listen to the hype of
a game put our by the software companies, and believe it? we bought it and
make up our own minds

Driving feel is better (FF and car response) as are damage modelling, setup
options and interface. GP3 is just too forgiving, IMO, but the AI are more
agressive/less stupid in lapping situations (although I have heard reports
of the contrary).

I was almost in your position myself, only having a brief acquaintance
with GP2 before. I remember not liking it because my computer at the time
was too slow and I had no wheel. So I sold GP2.
Then after some years I already had tried and gotten hooked on the GPL demo
and was waiting for the GPL release, I decided to buy GP2 again, since it
was in the bargain bin. Ooh boy did I try to like it, but there just wasn't
anything there that would give me the same kind of joy as the GPL demo did.
And it was quite ancient back in -98, being a DOS game and all.
Now I tried GP3 and I don't seem to get anything out of it. The more I play
it, the less I like it. There are just too many arcade like shortcuts in the
game that take away any similar feeling of achievement that I get when I'm
driving GPL.
The weather is nice though, but that alone won't make this game a winner.
This game also has a lot of overhead from its DOS ancestor and feels a
bit ancient configurability-wise, soundwise and 3d-card-wise :-)
Many like seem to like it, so you should probably give it a go. But I'd
wait for a demo before buying it, or GP4 which is rumored to come out
surprisingly soon after GP3.

GP3 is certainly a disappointment to me, especially after
such a long wait, but I think there's lots of potential
for utils for editing pretty much everything.
Steven Young is working on GP3Edit so really it's only
a matter of time before GP3 can be improved.
I'm sure there will be countless utils and add-ons, just
like GP2.
We'll see soon enough.

I would say yes. But keep in mind, technically MGPRS is far superior -
graphics speed, quality as well as amount of additional gimmicks (i.e.
the end of pitlane lights etc.), many more gameplay options (i.e.
netplay, scenario, carriere modes), more complete implementation of
actual F1 regulations, better functionality (i.e. changing pitstop
strategy and crucial car settings on the fly)... but yes, AI as well as
the actual driving model seem a lot better in GP3.
if you're unsure as to what it will be like get GP2 and just imagine it
with better graphics + weather - that's exactly what you'll get with
GP3.

Before you buy.
You will probably like. My main disappointment with it is that I
totally played the ***out of GP2. As such I got *VERY* burnt
out on all of its flaws. I expected all of them to be addressed
and some new features added. I at least expected the other
AI cars to be heard and pit radio chatter. I expected the
slomo problem to be fixed... ect...
So there is no way in hell I will get GP3 and I will suffer (such
as it is) with F1 2000. Since you don't have the same experiences
that I did you may like GP3 quite a bit.
