I added the patch from the pits that fix the care makes etc..and I do have the
datona and indy tracks but I noticed in the cal file it has a ndatona (pepsi
400) race so I made the folder ndaytona and copied the contents from the
daytona folder to the new one and when I go into the game it gives me an error
"cant load tracks out of memory" any solutions to this problem ?.

I believe the problem is as follows:

The track directory name..

ex: \sierra\nr1999\tracks\ndatona

"ndatona" must match the xxxx.dat file in that directory. If your DAT file is
different than the directory name then I believe you'll get the error message.
Plus, the directory name & the DAT name must match in the CAL file also.

This is correct. If you check that DAT file I believe you will see it is
probably daton.dat (or ndayton.dat). So you can't rename the sub-directory
for the track different then the dat file name or you will get this error
message.

well I now have a ndaytona race but when I go to the race it now gives me the
error cant load complete track...

N99 will only accept 44 tracks, this may be your problem, try putting some
in another directory.
