I've seen people on here complaining about Win95 and NASCAR on here,

My personal experiences have been this:

I've only had my computer for a couple of months so it was one of the
first to come with the Win95 os. I've never had any problems running
NASCAR in an MS-DOS mode. My question is should I be able to run SVGA
with a Pentium 75mhz with little chug, and would it be faster running it
in actual DOS rather than Win95?

I have been running Nascar for over a year now.  You should have no
problems running Nascar on a Pent 75,  you will need to turn off some
background options. I have a Pent 100 with a 2 meg video card and still
cannot run every option, even Papyrus will tell you that.  I also can tell
no diff between starting Nascar from Win95 or if I boot to Dos.  My friend
has a Pent 75 and we modem race with no problems on either end.  Good Luck
