To an extent, you can do this already.  Just accelerate time and whenever
you get the urge to see what;s going on escape back to the race menu and
select "replay".

I've done it a couple of times when a caution would come up in a race I'd
retired from.

I remember one race at Darlington #94 slid and hit the wall. No caution
was brought out and the car had to pit.
